Occupy Wall Street: A Manifesto

Whereas the movement known as "Occupy Wall Street" spontaneously came into being in protest to the social and economic crimes committed by individuals and firms collectively known as "Wall Street" and,
Whereas these crimes seriously impacted the lives and economic well being of many citizens, inflicting great social and economic pain on many individuals and families and,
Whereas the government appropriated vast sums to help and support "Wall Street" with little or no help offered to citizens hurt by the "Wall Street" crimes and,
Whereas the Federal Reserve central bank has lavished and continues to lavish even larger sums in support of the "Wall Street" banks and firms and,
Whereas the banks and firms of "Wall Street" are now prospering, gathering greater wealth and power, their executives garnering ever greater incomes while home owners lose their homes and many citizens and families suffer from unemployment and,
Whereas the federal government and local governments used their vast police powers to stifle "Occupy" demonstrations and protests across the country and,
Whereas the federal government, by its fiscal policy and monetary policies, supports, empowers and enables "Wall Street" to commit these crimes that are detrimental to the social and economic interests of the people,
Therefore be it now resolved that we the people of The United States of America who identify with the "Occupy" movement , who share and feel the pain inflected by the "Wall Street" crimes on American citizens, do now petition and demand relief from our grievances by actions, as enumerated below, to ensure that such crimes will never occur again:
Action 1: The federal government shall establish a National Public Bank under the U.S. Treasury Department in which all government receipts including taxes, fees, minted coins and newly printed bills from the Bureau of Engraving and Printing are deposited. Said bank will be empowered to extend all credit needed by the federal government, to extend loans and grants to states and to municipalities, make loans to commercial banks and to acquire and discharge government debt as it matures or when it is presented on the market.
Action 2: The federal government shall nationalize and acquire the twelve regional Federal Reserve Banks, maintaining all of their present functions, (excepting the operation of the FOMC at the New York Bank) organized hierarchically under the National Public Bank, the staffs of these twelve banks and the staff in the central office in Washington, D.C. becoming employees of the National Public Bank.
Action 3: U.S. Post Offices shall be equipped, staffed and designated as local branches of the regional National Public Bank (previously Federal Reserve Regional Bank), providing safe and secure banking services to all customers having addresses via the specific post office. In addition to providing depository banking and loan services, the Post Office Banks (POBs) will exchange U.S. Treasurer Notes for any and all legal Federal Reserve Notes presented for exchange.
Action 4: The Bureau of Engraving and Printing shall cease printing Federal Reserve Notes and shall print U.S. Treasury Notes under the authority of "The Legal Tender Act of 1862", said notes to be deposited in the National Public Bank to the account of the U.S. Treasury.
Action 5: All regulations unique to commercial banks will be ended. Banks will be regulated only to the extent of other corporations. Commercials banks shall no longer be required to pay FDIC insurance premiums and the FDIC shall be disbanded and its assets returned to banks in accordance to paid in insurance premiums.
